shouldn't it be 70500/2250x100 as it is asking highest growth is what percentage of the lowest growth

When sales grows from x to y, the growth is calculated as y - x.
y is the final sales and not the growth in sales.
For e.g.: if sales grows from 100 cr. to 250 cr., the growth is 250 - 100 = 150 cr.
