For years politicians have promised workers that they would bring back their jobs by clamping down on trade, offshoring and immigration.
Economists, based on their research, say that the bigger threat to jobs now is not globalisation but automation.

Let us look at statement 2. It starts with 'but' and hence should come after another sentence which is in contrast to it. It talks negatively about robotics and hence the sentence before it should show robotics in a positive way. This could be sentence 1.
