It is mentioned in the question that the truck can travel 19.5 kilometres on a litre of diesel at 50 kilometres per hour. Also, the truck uses 30% more diesel to travel same distance at 70 kmph. Hence it will use 1.3 liters diesel to travel same 19.5 kms at 70 kmph.
